About & Sovereign Governance

Institutional Structure & Governance

BluCommons LLC is a New Jersey commercial operator built to carry sovereign responsibility: clear corporate domicile, national governance for every deployment, diplomatic counsel, and safeguards that keep authority — always — with the State.

“Sovereign by Design.”

Core principle — BluCommons LLC

Operating mandate

A commercial operator — not a sovereign authority.

BluCommons is a commercial technical, implementation, operations, and service operator. It is not a sovereign authority, grantmaking foundation, multi-country legal facility, or substitute for national government institutions. Authority remains, at all times, with the participating State.

Institutional structure

Three layers. One rule: the State decides.

Corporate accountability sits in the United States; operational authority sits with each participating State. The layers below are separated by agreement, audit, and design — never by trust alone.

Layer I

Corporate domicile — New Jersey, USA

BluCommons LLC, a New Jersey limited liability company, carries contractual liability, delivery accountability, and financial standing.

  • US corporate domicile & contracting
  • Audited programme accounts
  • Insurance & performance assurance

Layer II

National governance — per State

Every deployment is overseen by a national governance board chaired by the State's designated authority, with approval gates no operator can bypass.

  • State-chaired oversight board
  • Data-release & revenue approvals
  • Termination & handover rights

Layer III

Technical operations — BluCommons

Engineering, integration, training, and managed operations delivered commercially — on instruction, within mandate, under audit.

  • Build-once common core
  • In-country capacity transfer
  • Continuous audit & reporting

Leadership

Leadership accountable to counterparts.

Eric Hansel leads BluCommons’ engagement with ministries, Permanent Missions, marine authorities, and bilateral partners — carrying the commercial technical and implementation mandate from first briefing through live national operations. Diplomatic advisory & sovereign safeguards

Counsel that has sat on the State’s side of the table.

Diplomatic counsel guides BluCommons engagement so national interests are represented inside our own process, not only across it.

H.E. Ambassador Dr. Philbert Aaron

Advisor to BluCommons · Permanent Representative of Dominica to the UN

Advisor to BluCommons on diplomatic engagement and sovereign alignment, serving as Permanent Representative of the Commonwealth of Dominica to the United Nations.

Institutional Safeguard Note: A formal Disclosure and Recusal Memorandum was established prior to any commercial procurement engagement to ensure absolute integrity, with roles, boundaries, and recusal obligations recorded in writing.

Advisory Board Transition Notice: BluCommons LLC is the formal commercial operator, following a transition from legacy exploratory initiatives. Sam Liberty, Mike Kasdan, and Monika Manolova have concluded their advisory roles and no longer advise BluCommons.

Safeguards

Sovereignty is engineered, not promised.

Four enforceable safeguards are written into every country agreement. They are technical controls and legal rights — verifiable by the State at any time.

National data custody, by default

State data resides in nationally designated custody with State-held keys. BluCommons accesses it only on instruction, and every access is logged for national audit.

Approval gates no operator can bypass

Publication, cross-border exchange, and revenue movement each require recorded State approval. The system enforces the gate; the board holds the key.

  • Revenue sovereignty. Sector receipts settle to the treasury or designated national fund — never through operator accounts as principal.

  • Exit with continuity. Every agreement includes termination-for-convenience with full handover: code, data, documentation, and trained staff remain with the State.

  • No residual rights. BluCommons asserts no sovereign claim and retains no residual rights over national data, content, or digital twins after handover.
